Anyhoo....

that wasn't the point...

With, the way the cap is set for the instructional league, I could drop Soriano down to that level, cause he is only 2.7 million, and he could hit 70 HRs...

I m ok with that, but it just feels like it would be gaming the system to do that.

Maybe no players over 1.5 that have 600 plate appearences?

Perhaps the individual salary caps in the Instructional should be 50% of the Minors' ones, just like the team cap? That would be:
Minors: No more than 3 players over $3.5 mil, with a cap of $4.5 mil for any individual player
Instructional: No more than 3 players over $1.75 mil, with a cap of $2.25 mil for any individual player

I'm OK with this change.

All 12 drafts are completed. Congrats to all on picking 940 players and 36 stadiums in only 15 days!

Managers can review the final proposed rules, post comments or amendments, etc. this afternoon.

I hope to have all rules resolved by Sunday morning and open up the Minors and Instructional leagues then for loading, too.

Ok, a couple of things before we move forward with loading our teams.

-At the conclusion of the draft, I'm pretty sure that WIllmur has 42 hitters and 37 pitchers as his 79 players, meaning he can't distribute all of his pitchers over 3 teams, even if he wanted to. I propose that jflatour (45 hitters, 34 pitchers) give Willmur Morel or Matsui in exchange for Matsuzaka or Sanchez, which is what should have happened if Willmur wasn't skipped on his second to last pick. That would leave him with 36 pitchers, which is still less than ideal but possible within the game's limits, so he'd been on his own to change that.

-I would have to make a couple of minor adjustments to my instructional team (and therefore minor league as well) in order to accommodate the change from 3 to 2.25 mil, which would basically weaken each team, but I don't really have a problem with the latest set of roster/player caps.

-In general, the less restrictions on player movement, the better, as far as I'm concerned. I have a particular issue with the following:

INJURIES -- Line added

The injury replacement can not have a higher salary than the injured player.

STAGED LEAGUE START DATES -- Items re: player movement added

Because the leagues are not all starting at the same time, it would be possible for a better player to start the season at a lower level and then be promoted as soon as the next league starts. To avoid that, only promotions for injury replacements will be allowed in the first 30 games of each league's season.

After game 30 in a given league, players can be demoted from one league to another. In such cases, though, the replacement who is promoted must have a higher salary than the one who is sent down.

The two highlighted lines seem to be in contradiction with each other. If I have two guys who I might want to have split time on the major league roster, I have to have the more expensive guy in the minors to begin with, so that I can possibly recall him later. But then he can't serve as an injury replacement. Doesn't make sense to me.

For example, I have two pretty similar players: Gregor Blanco (3.82) and Ben Revere (3.19). One of them is going to be my 4th outfielder in the majors and the other is going to be a regular in the minors. I would kind of like to be able to swap them back and forth whenever I feel like it. It wouldn't necessarily have anything to do with trying to game the system or stack my minor league team or anything. Sometimes you just feel like making a change. It seems this scenario would likely occur in the bullpen as well, where you might want to make a change for the sake of making a change, swapping say a 1 mil guy for a .85 guy or something, where again you're not really stacking your lower level team or anything. But if I start the year with Revere in the majors and Blanco in the minors, I can recall Blanco and option Revere (only once) but if Rever gets injured, I can't bring in Blanco on a temporary basis. I don't understand why.

I get it that we want to prevent people from stacking a lower level team before the level above it starts, but I think these restrictions limit our options beyond the initial part of the season too much. I just like having options available in terms of player movement. Of course, in a typical non-keeper league, you really don't have those kind of options anyway, so i guess it's not really that big of a deal.

Anyway, that's my two cents. I'm fine with the latest set of rules, if adopted, but if I had a chance to make any changes, it would be less restrictions regarding player movement.

Yes, managers who chose to have a bunch of auto picks may have roster issues like that -- either too many pitchers or not enough position players of one kind or another.

Trades of spare parts (and even stadiums) are certainly appropriate!

I believe the final tweak to 50% of the minors (no more than 3 players over 1.75 with a cap of 2.25 for any individual player) on the instructional player cap is a good and necessary one.

And, to address Dr. P's point about the injury replacement rule, at the extreme a manager could replace a .5 with a 2 mil thereby gaming the system by gaining advantage of an injury. To accomplish both intentions, one being keeping the integrity of the spirit of the game and to allow sensible moves, all we would have to do for a final tweak is state: a player moving down to the minors from the majors and from the minors to the instructional for an injury replacement may[i] not be more than 1 mil more than the injured player.

In Dr. P's example he says that he would not be able to bring Blanco up to replace Revere on an injury. I can't see any reason why not.

Also, we need to play every player at least an inning or an at bat, correct?

tcochran wrote:Thanks to all who have commented on the proposed rules and/or suggested changes. Based on these discussions, I edited the league rules this morning, both in the first tab in this ILC chat thread and in the Google doc's "Rules" tab. Edits are as follows:

TEAM SALARY CAPS

Majors: $200 mil cap
Minors: $50 mil cap for ACTIVE players on roster
Instructional: $25 mil cap for ACTIVE players on roster

INDIVIDUAL SALARY CAPS

Majors: None
Minors: No more than 3 players over $3.5 mil, with a cap of $4.5 mil for any individual player
Instructional: No more than 3 players over $1.75 mil, with a cap of $2.25 mil for any individual player proposed change by TCochran

INJURIES -- Line added

The injury replacement can not have a salary more than 1 mil higher than the injured player. Proposed change by Terry101 based on Dr.P's post[/color]

STAGED LEAGUE START DATES -- Items re: player movement added

All 940 players must get at least one appearance

The player drafts will all be completed today and I will start the Minors and Instructional leagues on this basis, unless there are fine-tuning ideas posted before that time.

Suggestion: Commish to approve and sign off. We should all be aware of the above rules. Thanks to Terry C for an incredible set up.
