Here are my votes and thoughts:
Measure 35 - Yes
Measure 36 - no (see below)
Measure 37 - no - I like the strategery (yes I said strategery) that only having 10 guys with 2 yr time limits adds
Measure 38 - Yes (can I vote twice here?

Thoughts on Measure 36
I like most of it, except for the idea that one could have more than 3 picks during the initial three rounds. If 36 fails, I'd be willing to put forth the following idea as Measure 36A:
MEASURE 36A: "SUPPLEMENTAL DRAFT LIMITS"
New Language: "3) Owners may draft no more than three players during the first three rounds of the Supplemental Draft. Any additional roster spots available due to unbalanced trades will be allowed additional picks at the conclusion of the Supplemental Draft's standard three rounds. Owners may also trade for additional picks during the first three rounds, however, once they have made three selections within the first three rounds, any remaining picks will be forfeited, with additional roster vacancies filled at the conclusion of the Supplemental Draft."
You could still wheel and deal, and end up with three picks in the first round, but if you needed to fill 5 spots, you'd still have to wait to fill the last two at the conclusion of the draft.
It allows full rosters, but maintains the integrity of the initial "3 picks in the Supplemental Draft" idea.
