RULE CHANGES

As commish, I'd like to propose a number of rule changes to address concerns that have been raised. Some are minor clarifications and some deal with more substantial issues. Here are the proposed measures for everyone's consideration:

MEASURE 35: "CLARIFICATIONS"
The goal of this measure is to simplify and clarify rules already in place. Voting YES will affect all changes.
1) All references to the prospect draft rounds will be changed from Spring/Summer to Rounds 1-4, with the first two rounds still taking place in the spring and the second two rounds taking place in the summer.
2) As it stands now, the two seasons are played following the Spring Draft and in "August." We will keep the former and change the latter to "following the Supplemental Draft."
3) As it stands now, all prospects must be promoted after two years regardless of whether they were drafted in the Spring or Summer. We would adjust the language (currently: "Owners control the rights of their prospects for two years. At the end of two years (from the year of draft), a prospect must either be promoted to the MLB roster or released.") to read like this: "Owners control the rights to their prospects for two years. At the end of two years (from the year and season of the draft), a prospect must either be promoted to the MLB roster or released. A prospect drafted in the Spring must be promoted by the Spring draft two years later, and a prospect drafted in the Summer must be promoted by the Summer draft two years later."

MEASURE 36: "SUPPLEMENTAL DRAFT LIMITS"
The goal of this measure is to allow owners to draft more than three players in the supplemental draft should they have roster space available due to unbalanced trades.
Current language: "3) Owners may draft no more than three players. Owners are not required to draft any players during the Supplemental draft." & "8) Owners can have more than three supplemental picks in a draft, but they lose the rights to all remaining picks after they have made their three selections. Any remaining supplemental picks are voided unless they are traded prior to their original owner making his third supplemental draft selection regardless of round."
New Language: "3) Owners may draft no more than three players in the Supplemental Draft unless they have more roster spots available due to unbalanced trades, in which case they will be allowed additional picks at the conclusion of the Supplemental Draft's standard three rounds. Owners may also trade for additional picks during the first three rounds to fill their rosters. However, once an owner's roster is full, any remaining picks will be forfeited."

MEASURE 37: "PROSPECT LIMITATIONS"
The goal of this measure is to remove the artificial cap on prospect ownership. Right now, owners are limited to 10 prospects and are required to drop prospects when a trade sends them over this limit. This measure would raise the prospect limit to 15.
Current Language: "1) The maximum number of prospects allowed on each roster is ten."
New Language: "1) The maximum number of prospects allowed on each roster is 15."

MEASURE 38: "FIRST ROUND DRAFT CLOCK"
The goal of this measure is to encourage timely drafting. Currently, there is no clock during Round One of all drafts. This measure would change that to a lengthy but not unlimited 24 hour clock. All owners will be required to check in on the message boards prior to the start of the draft to eliminate any chance that an owner will be skipped.
New Language (applied to all drafts): "The First Round will operate on a 24-hour clock. All owners must check in on the message boards before drafting may commence."

Thanks for putting these out there, especially the clarifications one.

Here are my votes and thoughts:

Measure 35 - Yes
Measure 36 - no (see below)
Measure 37 - no - I like the strategery (yes I said strategery) that only having 10 guys with 2 yr time limits adds
Measure 38 - Yes (can I vote twice here? :D )

Thoughts on Measure 36

I like most of it, except for the idea that one could have more than 3 picks during the initial three rounds. If 36 fails, I'd be willing to put forth the following idea as Measure 36A:

MEASURE 36A: "SUPPLEMENTAL DRAFT LIMITS"
New Language: "3) Owners may draft no more than three players during the first three rounds of the Supplemental Draft. Any additional roster spots available due to unbalanced trades will be allowed additional picks at the conclusion of the Supplemental Draft's standard three rounds. Owners may also trade for additional picks during the first three rounds, however, once they have made three selections within the first three rounds, any remaining picks will be forfeited, with additional roster vacancies filled at the conclusion of the Supplemental Draft."

You could still wheel and deal, and end up with three picks in the first round, but if you needed to fill 5 spots, you'd still have to wait to fill the last two at the conclusion of the draft.

It allows full rosters, but maintains the integrity of the initial "3 picks in the Supplemental Draft" idea.
