Does anyone know if and when the teams who posted the required $20 mil to get in on the bidding will be announced?
Or will we only find out at when he signs which team successfully signed him and never know who had the right to negotiate and who completely passed?

I believe that any and all teams can negotiate and make offers and whichever team team signs him then they will pay the 20 mil

I thought in the new system that noone posts anything yet. Once someone has a deal with him they write the check for the 20 mill. The way the article I read made it sound was that all the teams could negotiate with him just understanding that upon success they had to pay the 20 mill. It was not clearly stated so I could have misinterpreted.

Work is a beast today so will have to look tonight to find it.

Appears you guys are right. I was thinking the new system merely set a maximum bid. Clearly as a couple of you pointed out I was wrong.

Apparently when the Japanese team posts a player they have to guess what teams might be willing to pay and then announce a specific "release fee" amount. Any team can negotiate with the player and the team who signs him pays the "release fee".

That is fine for Tanaka. Several teams will be in at the $20 mil fee. But what of lesser players?
For example in 2011 Norichika Aoki was posted and winning bid was $5.329 mil. This new system has the potential to be a mess in future years. It definitely puts a burden on the Japanese team to get it right on estimating how much a player is worth. Value him too high and kill intereste. Too low and leave money on the table.
