Every team must have 12 starters (4 SPs and 8 position players): - one starter between $12M-$13.99M - one starter between $11M-$11.99M - one starter between $10M-$10.99M - one starter between $9M-$9.99M etc down to - one starter between $1M-$1.99M
The rest of the money can be spent on bullpen and back ups, but the 12 players must be your starters. The $90M will probably mean that the bullpen will be pretty thin and most backups will be less than $1M.

There are only 9 players between $12 mil and 13.99 mil. (Even if you go up to $15.1 it is still only the 9 guys - Ruth, Bonds, Mantle, Foxx, Gibson, Speaker, Mays, Hornsby, Charleston)

The rest of the money can be spent on bullpen and back ups, but the 12 must be starters must be in this range. Platoons are allowed as long as the format remains. Only exception would have to be if a player gets injured.
