you are right there are no negro league relief pitchers to speak of. Maybe let me pick a franchise that nobody picks and only be eligible to take relief pitchers only from it. I would be ok with that. Otherwise nothing there. Will that be Ok commish?

I dont think Negro leagues will work at all. There are no bench players either for a 60 million league.

Fine with the change, RJ - they were actually my 2nd choice. Looks like we're full. I'll create the league - Frugal Franchise, password "cheapskate". Remember to make sure only to put someone on your card if you own the cheapest card of theirs in the set. Be patient after autodraft, as with this new format there may be some draft card mistakes. If there are, just offer a trade to exchange your replacement player with the player the other manager accidentally drafted. Good luck!
