Maddening Base Running

My team is losing 3-0
Babe Herman is a 14 runner. Duke Snider is a -3 thrower.
Base running is set at normal.
This was anything but normal.
Just usual really stupid Hal.

Being down by 3 runs yeah seems crazy. But in a general situation i would do it with 2 outs everytime to score a run or my next two hitters with 1 out batted combined less that. 550 or my next 3 hitters with 0 outs batted less than. 550. But thats just me.

1-11 chance with Tris Speaker and Paul O'neill coming up. Speaker reacher on a 2 base error.
That would have put the tying run on 3rd and winning run on 2nd with 1 out.
Instead, tying run at 2nd with 2 out.
I guess you can't teach a computer situational baseball, however, it would seem to me that trying to score on a 1-11 chance would mean that your base running would be set at aggressive or very aggressive. But SOM has never wanted to explain how HAL interprets those terms.
