2. 3 free agents allowed to be drafted from teams that are not chosen as part of the league. This will help you fill any weak spots in your franchise but you must remain at or below $70 million. So list those free agents first on your draft list because the players carded to your franchise are exclusively yours all season even if not drafted by you.
3. No DH
4. Random division assignment
5. Must use your Franchise ballpark
6. Please use the city name or actual nickname or both when drafting your team for easy identification of your franchise.

Doesn't it make more sense to draft the 3 free agent signings last, not first?

Reason - if you draft the 3 free agents in the first 3 auto draft spots, there is a risk that, if 2 managers draft the same free agent, the auto draft HAL could "replace" one managers pick with a player who is carded to a drafted franchise. That could cause a cascading effect of missed player picks and substitutions by HAL.

By contrast, if the players carded to your team are drafted in the 1-22 spots in the auto draft, then they will not be accidentally used by HAL as substitutions in the auto draft.

Am I wrong? Am I missing something?

You want to put them at the top to be as sure as possible you get who you want. By putting them last you are assuming that everyone will abide by the gentlemen's agreement of listing them last.
It will be a crap shoot either way but every league I have played like this it is suggested you draft them first. If two people take the same guy then yes you may get a franchise player that you will have to drop but there is no way to be sure all 12 people would list them last and no way to tell if everyone abided by that rule.
If you want or need those FA's bad enough then list them first but there will be roughly 500 FA's available so I am sure if you do not get who you want you can get an adequate player in waivers.

Now if we can just get one more to sign up I am sure that it will all work out in the draft and/or waivers.

I have my team drafted except for my 3 extra picks. I'm waiting to see what the 12th franchise is, and then I'll make my 3 free agent picks, and enter my team.
