Rosters are still considered at there current makeup until Friday when cuts become official. You aren't allowed to make a cut to your active roster for the purpose of promoting a prospect accept at draft time, which is Friday, until them if you overload the roster, and this includes the prospect roster, you have to cut someone from that roster to get back to the legal limit.

To put it more simply, the space for promotion has to be there prior to promoting the player, most likely by unbalanced trade. You can't create the space by cutting a player.

No drops required as rosco is at 38 active players. It wil require edits to both of your drops lists however as it changes your roster size and in hawk's case negates a drop which will effect the number of picks you will both receive. Remeber drops aren't official until Friday so technically everyone is still at their full roster size.
