FYI: I have also put the Availability Player Listing on the Available Section, Sheet 13 on the Master Files on page 32 of the ILC Thread in addition to being on the FA Draft Thread for your perusal.

I got a weird email about this league that was a questionare that had untitled question, then just option 1.
was this hacked email, if not I'll go with option 1.

Looks like it's in one of the tabs in the gDoc, so I'm guessing not a hack.

It might be one of my permission emails to the files or the Availability
Player Listing.

I don't see it in the rules but I'm pretty sure from last year any prospects with a card have to be dropped or called up.
is this still true?

You are correct. It is in the PROSPECT RULES SECTION, Rules 6 & 7. Prospects get a card, they must be promoted or cut.
