In the stated rules it says:

Highest Salaried Card belongs to Franchise that drafted him, but that is pre waivers. If someone ends up with player that belonged to another owner - a trade must be made to rectify.

Using Oak EXP hitting as an example, if a manager selects them, they should know that McGwire "belongs" to the Cardinals EXP hitting franchise since that franchise has the highest value card for McGwire. If the OAK EXP manager does select McGwire and he gets him on his roster, he is required to give him back - is that correct? The "trade" component is simply a way to get the player back to correct team, and the owner giving back the player should not expect anything compensatory except "Player X" (i.e., some player he'll most likely need to drop)?

I would certainly think (and hope) that's the case - one of the big reasons I selected the Cards EXP. I'm wondering by stating "pre-waivers" that the commish is setting a time limit on the exclusivity of those rights. That if for some dumb ass reason I wouldn't have selected McGwire on my initial auto-draft, then he's fair game during the waivers and post-waivers or free agency period - but only to the OAK EXP owner. Does that make sense?

That seems to make sense, but I'd appreciate confirmation by the Commissioner.

So let's contune to use McGwire as an example. If the OAK EXP hitting manager selects and gets him on the roster, does the STL EXP hitting manager make a pre-waiver claim (i.e., Hey, I drafted him, but he got him) in a message to all? Is that the way we plan to handle those instances if they arise?

yes that is correct - and a trade should be worked out - unless the Cardinal Manager was not going to select him. After auto draft - any one on waivers is free game - Highest Card Value applies only to autodraft and pre waivers.

A couple of other questions:

1. Accoring to the stated rules:

Stadium must be from 1 of your drafted teams.

Does it need to be a stadium used during the era you selected for that team? For example, I selected the Chicago White Sox deadball era pitching. Am I allowed to select US Cellular Field, the current White Sox staium?

2. Did we ever finalize the "extra individual player draft" vote? Unless I misread their comments, it appeared the following managers were in favor of 1 round reverse order:

    JoeyC
    Musial6
    FrankM
    sschu
    Treyomo
    bontomn
    Thomasmore

Thanks -- JoeyC

Stadium must be from 1 of the teams that is selected by each manager . so therefore you will have in theory possibly 6 stadiums to choose from not 24. And we have the requisite 7 votes so round 7 will be 12-1 free agent draft.
