I don't own a ratings guide, but perhaps someone who does can actually break down whether or not he is a good value.

Harvey is just so so against righties. Out of 232 starting pitchers, he ranks 102 in hits allowed (17.1) vs righties and 61 in OBP (21). Conversely, he ranks 5th (3.3) and 3rd (4.3) against lefties. However, he does not give up HR's or many XB hits.
