I like the idea of a three round live draft each decade. I guess I did not understand the word supplemental

In a serpentine draft doesn't it have to be an even number of rounds to be fair?

Yes, it does. A 3-round draft would greatly benefit the first selectors and screw over those picking last.

So we have 4 keepers going into the 70s AND get to pick 3 or 4 more players before the AD?
