I have a couple of questions - what if you put the high card that is eligible for this league (say Reggies 5m Yankee Card) on your draft list and someone else puts a a lower priced version of that card (Reggie's 3 million Angels card) on their list and depending on how the draft shakes out, they get Reggie's Angels card in the draft - don't you have dibs on that high card post draft if your franchise is the Yankees?
Also, is there a limit on salary for starting pitchers? Position players less than 6M and RP less than 4M, but what about starters?

If you DON'T have the high card for a player, DON'T put him on your draft list.

ie. Reggie again. If PHA/OAK is in the league, they can put him on their draft list and use the eligible cards. If they don't include him on their draft list and he's a FA, the Yanks/Bal/Oak can place a waiver claim for him.

When I mean position players, I'm referring to SP's as well.

No SP > $6 million
NO RP > $4 million
All other position players $6 million and <.
