Maybe Andy could update the list as we go along--perhaps putting rival candidates side by side when there is some doubt.
Personally, I'm persuaded by the cases made for Panda. But we're only counting WS record, and in the WS Smoltz was 2-2 in 8 games. Hershiser was 3-3, so he may have competitors at RHP. For example, Catfish Hunter was 5-3 in 12 games (9 starts) with a 3.29 ERA. Nobody in SOM's Expansion Era (1969 forward) has more wins.

If we go back to the true beginning of the expansion era however (1961 AL; 1962 NL), then I think Gibson gets the prize among righties, with a 7-2 record and 1.89 ERA.
