I nominated the 1923 Ruth, who comes in at a whopping 16.47M. Those who doubted the need for another Ruth card should get a look at this one.

The Averill card looks great. There are a number of other potentially high-impact cards as well. Pete Browning looks kinda scary, for example, in a small-ball setting.
