2) All owners must drop enough players to bring their rosters to a maximum of 30 players, allowing for 10 draft picks. Owners can drop below 30 players but must not have fewer than 25 prior to the draft.

If Dave drops the required # of players he will also break this rule.

He currently has 34 players on roster so would have to drop 11, putting him at 23 players.

This has created questions for me so highlighted them in red if anyone can help me make it make sense :?

As it stands now, I currently own 12 FA picks through 10 rounds and I plan to drop the required 12 (at least) to allow me to utilize the picks. If I drop to 25 prior to the FA draft then I assume I'd be completed in Round 13. (Assuming of course I don't trade any picks prior to the FA draft drop deadline)

Here's a similar example from a different league. It involves prospects, but the theory is the same.

The league had a 10-prospect max rule, which one of our managers had filled by trading. I offered future picks to him in exchange for his #3 and #4 prospect picks in the current draft. He could not draft them because he already had filled his prospect bucket.

I don't want to beat a dead horse but was thinking about this last night and just wanted to discuss and get it straight in my mind.
I was thinking that the prospect draft and free agent draft can't be treated exactly the same when applying this rule. In the free agent draft you would be granted supplemental pick to get your roster back to 40 but you would not be given supplemental prospect picks. So you are forced to end up with less prospects than you had going into the season.

Using this league as an example. You have 9 prospects you trade your 2nd rnd. You would now have to drop one of your 9 prospects and only have 8 to start the draft and 9 when you were done. Basically being in the same place you started.

Now to use Tcochran's example. Let's say Player A wanted to trade his 3rd and 4th prospect picks in 2015 to player B for his 3rd and 4th prospect picks in 2016. This would not be allowed be cause he does not have the picks to trade because he has 8 prospect picks so this only has room to make 2 picks.
But if Player A traded two of his prospects (instead of picks)to player B for his 2016 3rd and 4th prospect picks and just made his 4 prospect picks in 2015, this would be ok.
Further if Player A traded his 2 prospects to Player B for his 2016 3rd and 4, then after the draft started Player A traded his 2015 3rd and 4th prospect picks back to Player B for the 2 prospects he traded this would be ok. (To make it worth player B's time player A included a 6th rnd FA pick in 2016) ;) and would be within the rules.

This scenario played out in the NHL years ago when the Philadelphia Flyers traded Pete Peeters(goalie) to the Winnipeg Jets to protect his rights from the waiver draft as the Jets had space and the Flyers did not. After the waiver draft the Jets traded Peeters back to the Flyers, getting a little something extra back from the Flyers for doing them a favour.
You can probably Google this trade, I'm just going from memory. I think the other pkayers involved were Moe Mantha and Shawn Cronin "The Barbarian".

In the original example, the manager with the 10 prospects had a "doh!" moment during the discussion when he realized that -- if he had acted before the draft started -- he could have dropped 2 more bums from his active roster, promoted 2 of the prospects, and then picked 4.

let me throw this out.
pre draft everybody must get down to 30 players. Before season starts we must be at 40. How we get there shouldn't matter.
David has 17 picks let him pick 17 has long he is at 40 before season starts.
He could try to trade the extra players for future picks or whatever. We could also make all players cut after draft could be picked up on a waiver claim based on draft order. As always once season starts no picking up free agents.
Thoughts?

I don't agree with this at all. Once your roster hits 40, you should be done with drafting. However, I don't see why you shouldn't be able to trade picks up to the 10th round, or simply forfeit them. Allowing people to draft over 40 is wrong. This draft is done before the cards are actually seen, and that would allow owners to draft, then wait and see who actually has a good (and expensive) card. I don't agree with this at all.

I would vote "yes" on the original proposal however.

Dave has found a work around through a simple trade. The rule wasn't intended to have this effect, so perhaps it just needs a simple rewording. Let's look at it around draft time:)
