Where did this lottery come from? I believe we have simply done inverse order of record in the past... did I miss a vote on a rule change? (Not that it affects me this year...)

I think the Commish did it as 6? 7? teams are to be scrambled with dispersal draft.

Annual Spring Free Agent drafts:
1) The first 3 draft positions of the first round or each FA draft (except for our initial draft) are determined by weighted draft lottery of the twelve teams with the worst records. This includes, regular yearly draft, prospect draft and supplemental draft. All other draft choices and all other rounds are chosen in reverse order of finish.
2)The lottery works like this, We have a list of five states, WI, AZ, CT, NJ, and CA, in this order.
3) The annual spring free agent will be determined by the lottery numbers on the day AFTER the previous season's Strat postseason ends. The prospect draft will be determined by the lottery numbers on the 2nd day after the Strat postseason ends.
4) We will take the pick 3 of the first state (WI), using only the last two numbers and use the chart below to determine who receives the first choice. We'll use AZ to choose the second choice, and CT to choose the third. If any of the first 3 states are duplicates (say WI and AZ numbers both choose the team with the 23rd best record, than we use the last two states (NJ and CA). If after 5 states, we still have not chose 3 choices, then we go in reverse order after the choices that have been chosen.

Now that said, Jack modified the rules slightly for this year as stated in his previous post, due to the large number of dropouts this year.

Don't have a problem with it, and I understand a change needs to be made for this year specifically given the large turnover/dispersal draft. Just wondering when we changed to a lottery for future years, since I looked back at last year's draft and we did use inverse order of record as I thought.

EDIT: Upon further review, I think I may have indeed forgotten about a vote to change the rules. Figured this was likely, just was a little confused.

Another question: will there be a separate dispersal draft for prospects?

I'd like to join if you still need owners.

With tcyr and roger maris in, how many more do we need?

Apollo - we have always used the lottery, I think we did tweak the rules some regarding using just one or both of the previous season's records (we are just using the last season now) but the lottery has always been the same. I think last season the lottery results did not change the draft order, the 3 worst teams "won" the lottery.

tcyr and ghost of roger maris - you are in if you still want in, I pm'd both of you. Just confirm here or pm that you still want in.

The prospects from the open teams will be available in the dispersal draft with the regular players, the dispersal draft will be 26 rounds. The new owners will need to take 20 carded players and 5-6 propsects, in whatever order they wish to draft them. For those players who received a card for the first time in 2014 the new owners can take them as either a prospect or a carded player, they will have to declare that when they draft the player.

Rules for dispersal teams
The 1st round is usually based on a weighted lottery among the 12 worst teams, for this season I will extend the lottery to all the non-playoff teams (including new owners), excluding my team. I am going to move my 1st rd pick to the 17th slot, it would be a lot higher but since I am making these changes to the draft process I will move my pick back to avoid a conflict of interest. The dispersal teams will take part in the lottery, their chances in the lottery will be for the 11th through 16th slots. (Coachteel contacted me via email and is coming back so there will be 6 dispersal teams). After the 1st round the order is based strictly on last season's record, the new owners will pick 12 through 17, with their order the opposite of the 1st round of the dispersal draft.

- The dispersal draft will be serpentine, with the order determined randomly. For the regular and prospect drafts the dispersal teams will be slotted the same (12-17) for each round, in reverse order of the 1st round of the dispersal draft.

- Draft picks that dispersal teams traded away will be still be honored but no picks will be taken from the new owners, there will just be an extra pick taken. The picks will be taken in the slot where the old team that traded the pick would have drafted.

- Draft picks that were traded to dispersal teams by returning owners will still be taken from those returning teams but the picks will not be given to dispersal teams; since there is not a fair way to distribute them, those picks will just be skipped.
