I don't know why this is even remotely confusing, it hasn't changed in all the years i've run the league and is virtually the same in every league but nevertheless...
Prospects may only remain on your prospect roster for two years. For this year that means any prospect drafted in 2013 you want to keep must be promoted. In order to promote the prospect you must have space. Before the draft starts you must be at a maximum of 30 players, therefore if you have two 2013 prospects you want to promote and you have a full roster of 40 prior to declaring your drops, you must cut a total of 12 in order to be in compliance with all rules. If there are 2014 prospects you'd like to promote, you may make additional cuts to do so, but again you must have no more than 30 active players prior to the draft starting.
Additionally all prospect promotions must be made prior to the draft starting, you can not make your cuts to 30 then decide in round 10 you'd like to promote a 2014 prospect, that is NOT allowed.
I'll look at your specific team once you've posted cuts and let you know what you have to change.
