Here are some facts to consider before we close the debate:
1. Of the available 4-day starters, the average salary of the top 24 for each player pool:
MLB $8.17 million
NeL $5.62 million
Of the available position players, the average salary by position (using the first position listed) of the top 6 for each player pool (in millions):
C - MLB $6.79
C - NEL $7.39
1B - MLB $10.13
1B - NeL $6.53
2B - MLB $8.44
2B - NeL $5.16
3B - MLB $7.51
3B - NeL $5.81
SS - MLB $8.48
SS - NeL $7.87
LF - MLB $9.81
LF - NeL $5.56
CF - MLB $10.55
CF - NeL $9.75
RF - MLB $10.47
RF - NeL $6.77
As you can see, the NeL teams are pretty much hosed under the current rules. Adding up what would normally be available, the MLB teams would have an average salary of $104 million for their rotation and starting 8, the NeL teams $77.32 million.
I think the only equitable thing to do is the following:
After everyone has chosen their franchise / franchise player:
We complete all squads to 4 players by having a 3-round draft. NeL teams that are assigned 4 players will not participate. NeL teams that are assigned 3 players participate in the 3rd round.
Draft order for this is by ascending salary after the initial draft phase for the first and 3rd rounds, and descending in the 2nd (serpentine)
Nobody is allowed more than one player over $10 million.
Once we get all teams to 4 players, then we reorder the draft in ascending order of salary of the owned players and draft out to 14 non-RP's. This will also be serpentine.
Then we draft 5 rounds of eligible relievers, using a randomized draft order.
Cap will remain at $120 million (when we add in the next level of MLB players available, this will be an achievable number).
No DH
All remaining players will be assigned by AD.
This should be fair enough for all teams to be competitive.
