With Pedro already anchoring the staff and playing in a pitcher-friendly Forbes at 100 million, I'm thinking you are better off not adding another high-end starter. You can add some starters who are very good in such a park/cap situation and use the money in other areas. I'm guessing others share that sentiment since these top guys are apparently still available on waivers.
I've seen some very good years come from pitchers - Gregg,Veale, Higby, the cheaper versions of Coveleski and McDowell, Kaat, Sadecki - whose salaries will leave you plenty of cash for the bullpen and hitters. I'm sure others can chime in here with suggestions. Since it's a no DH league, HAL usually pulls relievers out enough that a heftier bullpen might be in order; it also seems the "super reliever" approach is mitigated in non-DH leagues for that reason.
