Any expansion era player or NeL not already on a roster after the auto draft is eligible; again, though, anyone picked up at this point must replace your previously chosen player from the FA draft about to begin. Only one free agent allowed (excepting the Chisox, to whom we granted the option of replacing Collins or Wilhelm with another free agent)

As for stadia, the initial announcement indicated that they must come from the primary franchise team.
