The situation with the dropped pitchers still taking a slot in the pitcher prefs has been discussed. Theoretically, you could fill all the slots, replace your entire bullpen, and have all the dropped guys still there.
As far as what HAL does, I suspect he'd have to ignore the slot that has a guy no longer on your roster. I have no proof of this, just a supposition.
If you find a way to draft Sutter, set him up as a closer, drop him, and still have him pitch for you, please let me know how via a private message.
As far as I've seen, this doesn't happen at all with hitters, any lineup, PH, or PR slots go blank when they are dropped.
