Okay, here's a thought.
$80M max, 5/10/20 drop, 12 team league. Start the season with max $40M payroll. Use your cash as the season unfolds. Any takers?

You might get more takers if you listed guidelines for how and when the $40 mil can be spent. For example can the money be spent picking up players during waivers? Does it have to be spent only after waivers? after season starts? Or does the extra money become available in increments as the season progresses.

It also may help to include a signup sheet on your initial theme startup post.

The idea is you start play with $40M cash. You can draft how you want, you can do waivers however you want. Just have to start play with $40M (or more) cash. Lots of options here: draft $80M and waive down, or draft $20M and waive up, and all points in between. As long as your active roster for the season's first series is $40M or less. Once the opening series is played, go ahead and adjust your team as you can. Go all in early, or hold 'em waiting for the folders.
