A main reason why they're probably not replacing Rollins with Seager is most scouts--including probably many working for the defense-oriented Friedman--see Seager as a 3bman, not a SS. Seager is 6-4, 220, with a bad first step, and poor range at short. He's apparently survived there because of his cannon arm, which won't work at the major league level.
Also, considering Friedman's more-than-respectable history, I seriously doubt he is letting his team suffer just because he "doesn't want to admit he made a mistake." Firstly, the prospect he gave up for Rollins--Eflin--wasn't a blue chip one. Secondly, he most likely knows Seager isn't a viable replacement and trade alternatives won't come cheap now. So, the best option is to let Rollins work out of it while still providing some pop.
As to Mattingly, he wasn't Friedman's hire. So, he doesn't need to let him "take any blame" to manufacture a reason to fire him. He can justifiably do it any day.
