1990's Keeper's (CAP) Owner needed FILLED!

I am recruiting for a replacement manager for the second season of our “1990’s Keepers (CAP)” league. The rules for this league are below. You will be assuming a current franchise playing in Olympic Stadium ’94 (unless you choose a different on in the pre-season draft, see rules). You will select $25.00M worth of players from the list here. Your team has the #1 pick in the preseason draft. You will be getting into the league during what I hope is a very interesting period. This is the first use of a salary cap to select your keepers. If interested or you have question(s) let me know.

Basics:
This is a 1990’s $80M keeper’s league. Each team will be able to protect 1-6 players with a total value no greater than $25M. A one round draft in reverse order of the standings will be held after keepers and before the "SOM draft."
Divisions will be assigned randomly.

Draft:
Round #1 pick a replacement park or player.
Rounds #2-will be for players if you choose a new park.

It was suggested that we use what I'll call the "coyote303 rules" and that they be posted. I think it was a very good suggestion. I copied those and edited them to cover the use of the "Keepers Cap" instead of the players limit. While we are underway these do not impact anything that has been done to date.

1. Protect 1-6 players with a combined value of no more than $25M and there is a supplemental draft for 1 additional player.
2. Unique stadiums.
3. You may change your keepers list from season to season.

The remaining 18 or so players are drafted via auto-draft. And, you put the protected/drafted at the bottom of your draft list.

You must draft your protected players. All players in the pool for waivers are eligible to be claimed.

Managers are allowed to trade or cut their draft picks during the season. Once rosters are frozen near the end of the season, each manager will protect their players for next season.

Once each manager announces his protected players, a 1-round supplemental draft is conducted. Any non-protected player is eligible to be selected in the supplemental draft.

The supplemental draft is ranked differently--partly to allow us to start it during the playoffs and partly because that's how the pro football draft works. Reverse order of win-loss records for the first eight places. Playoff teams automatically draft 9-12 as follows:

9. first-round loser with worst regular season record
10. first-round loser with best regular season record
11. finals loser
12. league champions

All ties resolved based on regular season (tie break "winner" picks last):

1. head-to-head
2. run differential
3. coin flip

Just to clarify: In the supplemental draft, the first eight picks are made by non-playoff teams.

Also, non-playoff teams may pick a new, unique park with their pick. They can still pick a player, but their player gets picked after all other teams pick. (i.e. 13th or later.)

Playoff teams that change their park forfeit their supplemental draft pick. In other words, a playoff team may elect to change parks or pick a player with their pick. A new park must still be unique.

New: Managers may trade stadiums between seasons.

Clarification: A manager must use his own supplemental pick to select a stadium.

You may trade your supplemental draft pick for a keeper as long as you stay under the pre suplemental cap ($25M) after the trade.

A trade involving a supplemental draft pick cannot involve an unprotected player. (A protected player is a keeper or a player already selected in the supplemental draft.)

If you trade a keeper for a keeper between seasons, they should also be even. Prior to the supplemental draft you may only have 1-6 players with a combined value not great that $25M.

Once the supplement draft has been completed, anything goes for trades. There are no restrictions trading keepers after the autodraft has been held and the league formed.

Divisions will be assigned randomly to allow for the league to fill more quickly. Since our 24-25 guys can have a different season every new season I do not believe past performance is an indication of future performance.

Any rule that get's in the way of fun is subject to change between seasons of course
