cheap starters for 140 mil league

Curious playing in Petco what is the cheapest * rated pitcher you would consider using and expect not to get completely killed? Links to results appreciated. Not talking an all offense theme but definitely with strength being bullpen and lineup type experiment.

I think the standard 140 mil Petco team is 4 high end starters and a cheapo bullpen. That team model plays very well there. I would guess that if you got down into the 6 million starters with mild HR problems, they would survive. Guys like the cheap Santana and McDowell.

Curious how much does the advice to go high end starter at 140 mil Petco change if it is a non-DH league?
In theory since pitchers will get pinch hit for the bullpen potentially becomes more important.
