I suspect you're doing most of these things, but this works for me in term of having teams hit and run a lot:
1. Be sure to place H&R B rated players behind players with good stealing ratings.
2. Don't have stealing set to "aggressive". Set it to "normal". I've even heard some managers say to set stealing to "conservative" if you want more hit and runs, but I wouldn't go that far.
3. Don't have bunting set to aggressive. I set it at normal.
4. on the hitting strategy page, set H&R to "more" for the players that you want to hit and run.
5. H&R occurs more often, and works more effectively, against weaker pitchers, especially pitchers that are poor against the handedness of a batter. So a lefty doing H&R is going to do it more, and more effectively, against a pitcher who is not great against LHB.
6. Relatively speaking, H&R doesn't work as effectively when the pitcher gives up more walks - there's a conversion chart on the H&R game chart for what happens with certain pitcher card results. I'll see if I can find that and post a link.
I'll look for some links, and maybe (if I can find one quickly) a team of mine that had a lot of successful hit and runs.
