10,000 Win Theme League - Loading

The Yankees just posted their 10,000th win and I started looking at all time franchise winn/loss records. Only 13 teams out of the active 30 have a franchise record over .500, 12 with 17,000 or more games. Of the remaining 17 teams, 13 have played 9,000 or fewer games. The theme for this league is to pair up the top and bottom teams into a 2 franchise league (Texas will be excluded to round out the bottom teams to 12). The pairings are listed below. Franchises include all of the history of that franchise (i.e. the Dodgers will include Brooklyn and LA players).

There will be a 2 round draft determined by random number generation.
Round 1 will be the selection team pairings.
Round 2 will be a reverse order of round 1, selecting a single player from unused franchises.

Player rights
For the the entire season, exclusive rights for a player belong to the franchise that they played the most carded years for (ties broken by PA/IP, then by price), even if they are in the free agent pool and not on a roster.
Example 1 - Jack Clark is a San Francisco Giant (more PAs for SF-653 than STL-555).
Example 2 - Reggie Jackson is an Oakland A (OAK 2 cards, NYY 1 card, CAL 1 card).
Example 3 - Roy Halladay is a Toronto Blue Jay (TOR 1 card 266 IP, PHI 1 card 250 IP).
Example 4 - Bill Singer is a Los Angeles Dodger (LA 1 card 315.2 IP 8.62M, CAL 1 card 315.2 IP 5.27M).
Example 5 - Ken Forsch is a California Angel and is in the free agent pool (CAL 1 card 228 IP, HOU 1 card 86 IP). He is NOT an Astro, his exclusive rights assign him to CAL, since CAL is not a paired team, he is a free agent.

Rules:
$100M Cap
Must play in one of your two selected franchise's stadiums
5/10/20% drop penalty
Waivers - CHANGED TO FRENZY

Draft order decided by randomizer - will request from ATG thread.

Rosters:
Rosters will consist ONLY of player cards for your two franchises and ONE free agent that is assigned to one of the 5 unselected franchises. From the example above, SF can only use Jack Clark's 1982 card. A manager can replace his free agent selection any time during the season. The addition of a free agent is OPTIONAL, it is not a roster requirement.

Trading:
Trading is allowed, the players involved must have a card for the destination franchise and the originating franchise must have exclusive rights to the player. Once traded the new team assumes exclusive rights for that player. From the Jack Clark example, SF can trade him to STL. STL can only use his 1987 card. SF would need to receive in return a player carded to SF that STL has exclusive rights to (i.e. Willie McGee), STL could NOT USE his 1993 SF card.

Team Names:
Must include both franchises in some clear way, this will make it easier for all of us to keep valid rosters and make trades (i.e Tampa Bay Yankees, Cleveland Mets, Houston White Sox, Milwaukee Cubs).

A) New York Yankees / San Diego Padres
B) San Francisco Giants / Philadelphia Phillies
C) Los Angeles Dodgers / Baltimore Orioles
D) St. Louis Cardinals / Texas Rangers
E) Boston Red Sox / Milwaukee Brewers
F) Chicago Cubs / New York Mets
G) Cleveland Indians / Minnesota Twins
H) Detroit Tigers / Washington Nationals
I) Cincinnati Reds / Kansas City Royals
J) Chicago White Sox / Oakland Athletics
K) Pittsburgh Pirates / Houston Astros
L) Atlanta Braves / Toronto Blue Jays / Seattle Mariners

Free Agent Pool Franchises:
Los Angeles Angels of Anaheim
Arizona Diamondbacks
Miami Marlins
Colorado Rockies
Tampa Bay Rays

I have lots of questions which I'm sure others would have also.

Washington Nationals include Montreal Expos?
Baltimore Orioles include St. Louis Browns?
Oakland A's means all the A's franchises - Philadelphia and then KC?
Probably your Dodger example covers the above three questions, but thought I would double check.
But.......
Where do the old Washington Senators factor in?
There are no Tampa Bay Rays in ATG, so Yankees get nada?
Rockies, Marlins and D-backs have a very short list of players available. Fair to saddle the Pirates with D-backs?

- Ugh, hadn't considered that. There are 5 other franchises with losing records, I will make replacements with those, will update the pairings later today
