Once the new card set is introduced, everyone will need to drop back down to a 2 pitching/2 hitting mix. The half team you drop does not have to be the one you picked up in round 5 the previous year.

Ex.: I have 3 pitching/2 hitting, I choose which one of my 3 pitching to drop

The 12 half-teams that are dropped, are then put back into a 1 round draft.
That 1 round draft will be based on the reverse order of total wins from BOTH seasons from the prior year. Ties will be broken based on run-difference. If the still exists, then it will be a coin flip to determine.

1) so if I only draft 2 hitting teams I am stuck with them forever? or would I be able to keep all 3 pitching and dump a hitting?

2) what does it mean by "BOTH seasons from the prior year"

1. Not necessarily - You have to come out of the 4 round draft with a 2/2 mix, and then draft your 5th half team...and at the start of each new set, you have to drop back to a 2/2 mix. If you have only 2 hitting, then you have to drop one of your 3 pitching (and vise versa).

The annual one round draft may allow you to draft a third hitting team, in which case in the following year you'd choose which hitting team to throw back into the draft.

2. Each year we'll play 2 seasons - starting with 2 seasons of the 2014 set, then next year 2 seasons of the 2015 set, etc..

NOTE: the one round redraft is only done once each year, prior to the start of the 2 seasons to played with that set.

I suspect this is obvious to keeper league players, but I wonder about how this keeper league would work regarding player assignments. For example, for the first season played with the 2014 cards, will Donaldson and Tulowitzki belong to the franchise where they started the 2014 Strat card season or where they ended the 2015 MLB season (Toronto)?

Also, what happens when the next MLB season starts and players get traded? At what point does their former franchise owner need to drop them (within the Strat season being played, as soon as possible after that season)?

10% penalty is good...I can update

The players will belong to whatever team SOM cards them...which is typically the team they ended the season with.

You only have rights to players on your franchise during each given season. So if you have Mets pitching, you have all of the carded Mets pitchers each year. So with the 2914 set, Tuli would belong to the Rockies hitters owner...I the 2015 set he'll be carded to the Blue Jays, so the owner of Torontos hitters will have him. Pretty straight forward as to who you have the rights to each set
