Throwing errors is a correct assumption. In the super-advanced maximum rules--when a runner attempts to take an extra base the throw is subject to throwing errors.

Throwing errors by outfielders can be introduced to the cutoff rule by using this option. By using them the defense will have a more difficult decision to make on the cutoff play - do you risk the chance of an error or do you have the outfielder hold the ball? If the outfielder is prone to making errors you might want to think twice before making that throw!

HAL makes the decision of course in on-line play.
Throwing errors have nothing to do with the range--as the ball is already fielded at this point--errors can occur on Singles and Doubles, and on FlyB also I would think if runners on 1st & third and ball thrown to the plate.
