Cap is $91M.
You must use your year, not any card. I think you have the '29 A's so you must use the '29 card for all players.

One question - I have 10 pitchers and 14 hitters for 2001. I need one hitter to get to my draft to run. After the draft I will add two more pitchers who have 2001 cards . Do I get to keep this hitter I drafted or do I drop him as once I add additional 2001 pitchers I will have a legal lineup?

All teams (except the 1939 Yankees, due to cap issue) have unlimited access to sub 1M (including players priced exactly at 1.00M), so you can run up your roster to 28 players if you wish. But all the players with a card for your yearly team must be on your final roster.

Also, after giving it some thoughts, I think I'm gonna stand with my intial idea that all your players must also be on your draft list, even if that means that some teams will have an easier acces to the FA pool. So to take Davesodu example, he must put all 14 players on his draft list, along with 10 pitchers, and select an extra filler, just like you wrote.

For recall, the 1st and 2nd highest payroll are in the East, and the 23th and 24th payroll and in the West.

So, if I reorder, by order of payrolls:

East: 1st, 2nd, 3rd, 4th, 6th, 8th
Central:5th, 7th, 9th, 10th, 12th, 13th
Midwest: 11th, 14th, 16th, 18th, 20th, 22th
West: 15th, 17th, 19th, 21th, 23th, 24th.

I need to now to assign the players, calculate the value of all rosters, and sort the payrolls

Okay, if my lists are correct:

No pitcher has two cards among the teams selected. Doing now the offensive players.

No Yountfan, you get only the 1927 Pirates!! (Hopefully, you were joking!!)

If I have it right, no player and no pitcher have two cards among the teams selected. I'm really surprised, sounds like we were lucky---or I guess some of you made your homeworks!!

Don't forget that these special instructions were set at the beginning of the draft:

To make sure these teams have 2 pure relievers on their roster:
1906 Chicago Cubs (Tony Best): you'll need to draft Gene Packard and Babe Adams from the 1916 Cubs
1942 St-Louis Cardinal (tcochran) you'll need to pick 1941's Howie Krist
1939 NewYork Yankees (FrankM) you'll have to draft the 1940's Donald Atley instead of the 1939 card

Because key players were left out by Strat
1986 NewYork Mets (rolandzeut): You're allowed to draft 1985's Gary Carter
1990 Oakland Athletics (giagejob): You're allowed to draft 1989's Scott Sanderson

All other teams must pick all players available for their yearly franchise and fill the other roster spots by players worth 1M or less.

The ranking of the payroll for each team, assuming at minimum 25 players for all teams (henceforth, assuming 500K for all unfulfilled roster spots) will be posted in a second.

Via autodraft for all unfulfilled spot (which would be one player, in your case), and then via the frenzy or waivers.
