I fail to see the heartburn that is apparently being generated by this rule. No, somebody's not getting Kris Bryant with a 10th rund pick, he's getting whoever was his 20th keeper. And adding somebody's 20th keeper to the FA pool is not really going to help anybody rebuild any faster.
A couple of years ago, I had to cut Dayan Viciedo to promote a prospect. Dayan got taken in the first round. Did I help somebody rebuild? No, I pushed that manager's rebuild back a year.
The reason that there is nothing but scrap available in the 8th, 9th, and 10th rounds is that by that time 810 players are on rosters. The fact that the league in total might have Kris Bryant, Eddie Rosario, Arodys Vizcaino, or any of the other dozen or so first year prospects worthy of being promoted simply means that those picks are being devalue by about 10-15 slots.
I'm also in the original TKL and there I plan to be promoting Byron Buxton this year not because he's going to help my team much but because I want to open up a 3rd slot for yet another prospect for my rebuilding team. The prospect draft is where teams are built, not the 8th round of the FA draft.
