Not exactly. Wilson Valdez is already Philadelphia property because he has more cards for the Phillies than any other franchise. The highest salaried card is only used as a tie-breaker when 2 teams have the same number of cards. In Valdez's case, if nobody had taken the Phillies then the Mets would have first shot at him.
for example, I can't put Wilson Valdes on my AD card as he has a higher salaried year with NYM, but I can pick him up after the AD runs if Falcon (owns the NYM) doesn't put him on his AD card. please confirm that I am understanding correctly.
and I can't (at any time) pick up any player that does not have a Philadelphia card....also I must use a year that is actually carded to Philly (can't use Halladay's Tor year)
