The expansion era started in 1969 with the intro of the Expos, Brewers, Padres and Royals. So if a player played in 1969 or later,he is eligible, but you can use a card from an earlier year.
Example, Don Drysdale played in 1969 so I can use the Drysdale '64 card.
The commish posted earlier and said that he won't be checking in until tomorrow morning, so I will answer the question the way I believe he intended the rules to be.
According to SOM, the expansion era started in 1967. Cards dated 1966 and earlier, going back to 1947, are the Post WWII set. Cards dated 1967 and later are the expansion era set.
My understanding is that the commish wants to limit the set of cards used to expansion era cards only., based on those players on the expansion era drop down menu rosters for each team. Even though Drysdale was on the Dodgers in 1969, he does not have a card in the expansion era set, so he would be ineligible.
The same would be true for Maris and Mantle of the Yanks, who both played in 1968, but have no expansion era card, so their post WWII cards cannot be used by the Yankees. Unfortunately, the same would be true for Willie Mays, who played for the Giants and Mets into the '70s, but has no expansion era card, making him ineligible to play for the team I manage, the Giants.
Hank Aaron and Frank Robinson have expansion era cards, but those cards as not as good as their Post WWII cards. Again, my understanding is only expansion era cards may be used.
Let's hear what the commish has to say about this in the morning. - Bernie
