I don't like that idea because an unpredictable run can be punitive. I have been fortunate to be available so far for the most part during the draft. However, if a fast run of selections puts me on the one-hour clock hours before I expect to be up and I am unavailable (which can happen), several picks could be made before I would get a chance to ring in. With slots, at least there is a guarantee that I won't be skipped before a certain, known time. The "one hour from the last pick" concept assumes that everyone will be able to check the draft progress at least every hour, which I think is unrealistic.
In later rounds (post round 20, for example), I might change my tune. But even then, I would rather see half-hour scheduled slots than "an hour from the most recent pick."
