for HAL to bring in a relief pitcher for 0.1 innings and leave him in there to give up 10 hits and 9 runs?
when is it ok...?

From my experience it is okay anytime you have an 8 run lead. HAL assumes the closer and other other RP with a pulse all were out drinking the night before and are being punished.

That has happened more than once to me. Usually a RP who worked the prior game and starts out at F0.
