so I'd guess that yes, you could move them up at that time. I certainly hope so as that's how the rules read and that's what I intend to do with Nick Gordon as well.

Yes, that is the point of the rule, and where the decision comes in.

Also with regard to the supplemental draft, ALL the other keeper leagues I am in here allow you to draft only carded player who weren't drafted in the FA draft. I think Ghost's wording may have been intended to allow you to select any player who had been eligible for the spring FA draft. But I am not a board-certified mind reader.
