I wasn't in the league when the above referenced decision was made. But if memory serves correctly, the original Washington Senators played in Washington D.C. until the conclusion of the 1960 season, then moved to Minnesota and became the Twins for the start of the 1961 season. Washington D.C. was given an expansion franchise that started play as the Washington Senators at the beginning of the 1961 season.
So there are a few Twins who stayed with the franchise when it moved from Washington D.C. to Minnesota who have both Washington and Minnesota cards.
The players who were part of the Washington expansion franchise that later moved to Texas who are listed on the Texas expansion roster are:
Dick Bosman (1969)
Phil Ortega (1967)
Darold Knowles (1967)
Bernie Allen (1971)
Ed Brinkman (1969)
Fran Howard (1967, 1969)
Del Unser (1970)
I hope this helps. - Bernie
