I'm certainly not the authority here, but as I understand it, it's got to do with player quantity and quality. Just for example, going alphabetically looking at available batters:
Atlanta-83
Baltimore-82
Boston-81
Cubs-79
White Sox-63
Reds-80
Pitchers follow the same distribution, just with lower numbers.
You can see that the White Sox are working from a distinct disadvantage, (as are the Twins who are also an expansion team.)
Toine can certainly comment far batter than I can.

The reason i ask this is since we reverting to the previous format, i assumed the pre draft list of post/exp franchises would apply. The franchise grouping listed for the Dual Franchise season 7 draft have the White Sox (and the A's and the Orioles) under the Post heading.

Just to be safe, i am refraining from making my selection until the Commish rules.

In our first few seasons using the Post WWII set the White Sox were listed as an original franchise ( as they should be) but nobody was picking them because of lack of good players. I eventually moved them to the expansion list so that they just might get used: one season we even joined them with the Cubs to form one franchise.

When we went with the ATG set for a few seasons this gave the WS many more formidable players most of them from the turn of the century so they were indeed listed as an original franchise, because we are going back to the Post WWII set I moved the WS back to the expansion side.

This also gives any of you Chicago fans a chance to have an all Chicago franchise especially if you enjoy having your heart broken repeatedly!
