From our Rules Tab 3. Only those players without MLB experience signed by MLB teams are eligible for any prospect draft. Prospect Eligibility: Prospects are defined as any player that has signed a contract with an MLB organization that has no MLB experience prior to the start of the current MLB season.

If they have yet to appear in a MLB game they are elgibile.
Also, any player signed after today(3/26/16) is ineligible for this season's prospect draft.
