As far as Tyler White goes, the "no MLB appearances" provision is as of the end of the prior season. The "signed to a contract" provision used to refer to a particular time such as the start of spring training or the start of our draft.
Since the draft started Mar 30, and his contract was purchased on Apr 4, it sounds legit; but barely.The pick was made on Apr 5, which means it was made AFTER the contract transaction, whatever that's worth.
Regarding White and all prospects, the rule was changed last year to make anyone and everyone available to the prospect draft except those players who have had MLB experience from the prior season or before.

Yes. When they signed a big league contract is now irrelevant for the prospect draft. The key question is have they appeared in a MLB game in any prior season.
