My two cents ,rules state no more than four prospects can be held. No reference to how many prospect draft picks can be held . A thousand could be held, they just can't be executed by the manager holding four prospects. No more is said on the subject. Hence the cease to exist theory holds no merit .The picks exist and can be executed by anyone not holding four actual prospects. Picks cease to exist only when the entire draft ends.Extra picks die only with the drafts passing

Shaky, but legit, I suppose. The league does not keep track of "future considerations".

And pick #23 is still invalid at the moment, in the sense of "NO PICK - ROSTER FULL". This can change if bigm no longer holds 4 prospects when the time for pick #23 rolls around.
