Stolen player can be any player from an Owner's Franchise no more than 5mil, or any of their draft picks, regardless of price.

does that mean someone can "steal" Bryce Harper...."regardless of price"

Yes. But, there is a condition...

3 - if you steal a pick you must give up rights to one of your own franchise players of 1/2 the stolen player's salary

So in Harper's case, you would have to release one of your own Franchise players of at least 6.19 in salary.

Can't believe Delbird stole a non-descript player like Aybar. I figured he was safe for my next pick.

I have a free agent draft pick question. What number of draft picks must be kept? For example, could you draft 3 free agents then drop them to end up with 2 total free agents after the draft? Similarly, draft 4 or 5 and drop 1 or more of those after the draft.

Scenario #1. 9 + 8 + 8 = 25 million (vs 13 + 12 = 25)

Scenario #2. 7 + 6 + 5 + 4 + 3 = 25 (vs 9 + 8.5 + 7.5 = 25)

Having less free agents than you drafted would be fine. You just can't have more. IOW, dropping an 8 mil player for two 4mil players wouldn't be within the rules. Dropping two for one, OK. If you do go from (for example) Four FAs to Three, you would not be able to go back up to Four at a later date.

and am I right that at all times you must stay below 25M in drafted free agents. can't go over with the "intent" on dropping one later. that's kind of big coming into the possibility of stealing guys round.

At no time can you go over 25mil on FAs.
