A few years ago, the draft sequence for the annual free agent draft was changed to:
3) Draft order is determined by cumulative regular season win/loss records [for the previous card set]: Reverse order, worst-record first, NFL style.

For some reason, though, the draft sequence for the prospect draft went unchanged, remaining as:
3) The initial prospect draft is serpentine. Draft order for the initial prospect draft will be the reverse of the draft order for the initial free agent draft. All subsequent prospect drafts are non-serpentine, with draft order based on the final win/loss records of the previous season: Reverse order, worst-record first, NFL style.

QUESTION

Shall the basic draft sequence of the prospect draft also be changed to be based on the cumulative regular season win/loss records [for the previous card set]?
