Gentlemen very important scenarios not covered in the Rules was brought to my attention:
What to do in case we're in the last round and someone has not picked their 2nd Catcher or Park yet. Or, if the 25th player needs to be a Pitcher, and the letter you're on doesn't have any Pitchers left. Or, vice versa of course.
In the case of 2nd Catcher or Park: Those who waited to the last moment to pick these two shouldn't be rewarded for it by letting them skip scot free to an available letter. They should be a penalty of some kind, IMO. Especially so for the Owners who had the foresight to pick them earlier in the draft. So here's my decision:
2nd C or Park: You can skip to the next letter (round 25 only) where an available player or Park-available City is. It must be the first letter that qualifies. The penalty will be losing a player whose salary is $3mil at minimum. You would replace him with a 50cent scrub of the same letter. If none at that letter exists, the next 50 cent scrub at the next available letter. No random picking of a letter.
Now, how to handle which letter the next Owner up in the draft will have. He will be given his choice of the letter that the penalized Owner would have had, or he can take the next letter in sequence. For ex, Owner skipped ahead to "M" for Miami. He could take "N" if he chooses to.
As far as needing a Pitcher or Hitter and it's Round 25, the Owner can skip ahead to take the next available w/o penalty. And the next Owner in this case would be up with the next letter in sequence. If, and I hope no one does this, you are in Round 24 and need two Hitters or Two Pitchers, none is available, you will have to release a player of 5mil or more. No additional penalty if the same thing happens in Round 25. Don't want to go that far.
But, I think that the above scenarios warrant punishment and I think the above punishments fit.
Before finalizing, I'm open to other views, comments, etc.
