Just a rules clarification. Is Gourriel eligible for this year's prospect draft?

PROSPECT DRAFT
prospects, defined as any player who: a) DID NOT RECEIVE A CARD for the current season; b) does not appear on TSN's website; and
c) is the property of an MLB team. In other words, no, those who have not yet signed as of the start of that year's draft are not eligible for the prospect draft.

Does "the start of that year's draft" pertain to the prospect portion of the draft or the free agent draft? The next part is the 1st pick in the prospect draft was made the morning of July 16th and that is the date that Gourriel signed with the Astros organization as per his Wikipedia page.

Knight is correct. Signing happened Saturday afternoon, after our draft began Saturday morning. Pick is invalid.

Before I get another inquiry, (as I've already had a few) my "next pick" doesn't exist to my way of thinking, so it can't be traded. I renounced the rights to it, therefore I feel it would be extremely disingenuous of me to "reclaim" it for the express purposes of trading it away.
