Is that time-frame ok? I'd like to avoid having an endless draft where owners can make picks significantly after other owners.

Exactly. Good to get it in writing, but picks not made within a reasonable time frame should definitely be forfeited so as not to give anyone a possible advantage by allowing unclaimed players' live season stats additional time to accumulate/improve.
As far as this year's Supplemental Draft, I suggest the commissioner use his powers to set a day and time for the draft to be considered complete. For this year, I recommend Saturday night at 11:59 p.m., which would give any stragglers a more than reasonable opportunity to make their selections.
Also - When are we going to create the next league and start filling?
