I'll back my team out of the East as soon as someone else joins

I would like to propose some rule changes to be voted on.

1. Prospect draft order be same order as FA draft (worst to first, based on previous two seasons win-lost record)
2. Proposed rule above goes into effect for either '16 or '17 cards (ie year 2017 or year 2018), I added this in because I own hkmossy's 1st prospect pick from a deal when CATom was managing this team, and has a higher probability that this pick would be 1st overall.
3. If no changes to proposal 1, have prospect draft order be known (if its still random and serpentine) at the end of the supplemental draft, so that trades can be made knowing the pick is. Currently, prospect picks might not be dealt as often as each team has an equal chance of having the #1 overall pick and hesitant to make a deal if they actually had the #1 overall pick.
