New League - 4 half team league +1+1

To take that question a step further, a few players like Ross Barnes are not listed as part of anyone's DB franchise. I assume they will join the NEL players as free agents. There are some others, like Satchel Paige, Hughie Jennings, and Dan Brouthers, who have a card listed with a usable franchise. But their most expensive card is with the NEL or an extinct franchise.

Do those players go to the franchise of their cheaper card, are they restricted free agents -- available only to the franchise of their cheaper card at waivers, or are they fair-game-to-everyone free agents like other NEL players?

Cubs pitching <edit> is my choice - please add to list.

Players not designated to franchise are in free agent pool. Because the Negro Leaguers are intended to be their own set, my preference is that all Negro Leaguers are free agent pool only, because otherwise we don't know whether the franchise will use that player and waivers / FA draft becomes messier.

It appears to me that the intent of Treyomo's rules is that we are drafting guys available from the team drop-down menu at the bottom, and only the guys whose most expensive card in the set are yours.
